Function supportsSyncCreatives

Check whether the seller advertises a creative library suitable for the library-scoped sync_creatives workflow.

This intentionally keys off creative.has_creative_library, not tool-list presence. A seller can expose inline package creatives without a reusable library, and sync_creatives is not safe to replace with inline create/update media-buy calls unless the buyer supplies package context.
