Function ssrfSafeFetch

ssrfSafeFetch(url: string, options?: SsrfFetchOptions): Promise<SsrfFetchResult>
GET/POST/etc. a URL with SSRF guarding + DNS pinning. Throws SsrfRefusedError when the guard refuses; other errors (network timeouts, remote resets) propagate as the native fetch error.
